IJIN USAHA DAN UMKM: STUDI KASUS UMKM DI KABUPATEN CILACAP

Pemberlakuan peraturan terkait dengan perizinan usaha UMKM membawa pada berbagai implikasi. Pada satu sisi, peraturan perizinan UMKM akan memberikan kepastian dan perlindungan hukum serta dapat sebagai sarana pemberdayaan UMKM, namun di sisi lainnya juga membawa pada konsekuensi peningkatan biaya-biaya yang ditanggung oleh UMKM baik seacara langsung ataupun tidak langsung. Penelitian ini bertujuan untuk mengidentifikasi pengaruh kepemilikan ijin usaha terhadap tingkat omset UMKM dan melihat pengaruhnya secara sektoral. Penelitian ini menggunakan sampel sebanyak 5.807 UMKM di Jawa Tengah, khususnya di Kabupaten Cilacap. Dengan menggunakan data pada tingkat mikro ini, hasil estimasi menunjukkan bahwa kepemilikan ijin usaha UMKM berpengaruh terhadap besar kecilnya omset UMKM, khususnya pada sektor perdagangan dan pengolahan. UMKM yang memilki ijin usaha dan berada pada sektor perdagangan dan pengolahan memilki rata-rata omset tahunan yang lebih besar dibandingkan dengan UMKM yang tidak memiliki ijin usaha.
