Abstract

Decentralization encourages a paradigm shift in regional development that demands an appropriate response from local governments to take strategic steps in the form of local government policies. Therefore, a rational and systematic approach is needed in formulating a policy known as evidence-based policy (EBP). But the reality is only a small part of the local government in Indonesia that establishes policy based on facts. Local government policy making tends to imitate other local government strategies without making changes or using policies in the past without evaluating the effectiveness of their implementation. In addition, the absence ofdemands from both internal and external parties is the main reason for local governments not to use a evidence-based approach in formulating regional policies.
