ANALISIS PROBLEMATIKA KINERJA BUMD NON-KEUANGAN DI JAWA BARAT: APLIKASI METODE ANALYTIC NETWORK PROCESS

Abstract


This study aims to unravel the causes of the lack of Non-Financial performance of local goverment enterprises in West Java, as well as finding the best solutions and strategies to solve them through the Analytic Network Process approach is qualitative-quantitative methods. Based on the research results, obtained by the most dominant issue divided by 2 clusters, there are (1) the internal problems: "the competence of directors remains untested" followed by "incomplete organizational devices", and (2) external problems: "too much intervention from the legislative or executive "followed by" be a source of fees from certain parties ". While the solution is divided into 2 clusters, there are (1) the internal solutions: "to increase the selectivity recruitment directors" followed by "the preparation of a business plan that good", and (2) external solutions: "to limit the executive/legislative in intervening with local government regulations" and "periodically audit ". Then the best strategy is "the integration of the entire report with system/online" followed by "the application of the principles of good corporate governance". The amount of Kendall's Coefficient (W) to measure rater agreement is between 60,2% to 76,7% which reflects the uniformity of response among the respondents.
