ANALISIS SWOT DALAM PENGEMBANGAN SISTEM MANAJEMEN MUTU ISO 9001 PADA BADAN PENGELOLAAN PAJAK DAERAH KABUPATEN XYZ PROPINSI SUMATERA SELATAN

Abstract

Local tax management agency ofDistrict XYZ, South Sumatra Province is a new SKPD that
was formed in the beginning ofyear 2017. As SKPD which function in billing and managing
local tax it is needed the good management system so the target that has been given by local
government and public service could be achieved properly. For this, SKPD tried to develop
quality management system based on ISO 9001 so it has the guidelines to reach the target.
In this case, it needed to analyze the four aspects (strength, weakness, opportunity and
threatment/SWOT) for developing quality management system in accordance with the
standard and government rules.
The aim of this research is to analyze SWOT in developing quality management system of
ISO 9001 in local tax management agency of District XYZ, South Sumatra Province. The
using of research method is qualitative descriptive, whereas the data collected through
observation and interview to the competence informants. They are head of agency, head of
division, head of section, and staff.
The conclusions for this SKPD are: 1) the strengths are financing, human resources who
most of them are involved in ISO 9001 activity in other agency, 2) the weaknesses are
leadership changing at the top level and the middle level either relatively often happened,
there is no yet the clear and detail of main tasks and functions caused the coordination is
not really good, 3) the opportunity is government rules which support to make good
management system for accountable SKPD, 4) the threatment is local politics condition
which often interfere SKPD activity.
