MODEL PENGEMBANGAN DESA INOVATIF DESA KALISARI KABUPATEN BANYUMAS

Abstract

The orientation of economic development that is top-down is believed to be less successful in improving the welfare of society. Along with the challenges that arise from the dynamics of globalization, since 1990, a series of innovative regional development policies, local and bottom-up emerged and then dominate the practice of development in various developing countries. The innovative village is an implementation of local economic development that is based on endogenous development, a kind of rural development which rests on its resources. It is important to support local innovation system proposed by the Central Java provincial government, without the support of local government, the program will not succeed. The main problem is Banyumas regency so far have not an innovative village that could serve as a model of development for other villages.
The specific objective of this research is to develop a model that applicable in transforming Kalisari village to become an innovative village. Qualitative method research approach is employed with research strategy is case study. Field surveys, observations, and in-depth interviews conducted with respondents and interviewees from the head of the village, the villagers, Community Development Agency of Banyumas, Regional Planning Agency of Banyumas, and related local government agencies. The model consists of five steps, beginning with the analysis of village condition/environment, priority agreement, participative planning, implementation, and monitoring evaluation. Aligning all stakeholders activities is needed to implement the model effectively. This research also has implications for the need for all government departments of Banyumas Regency to align their programs and activities to support innovative Kalisari village.
